Abstract

The establishment of a two-tier local government in Vietnam is not merelya change in the administrative model but also a profound and fundamental institutionalreform that directly affects the structure, functions and powers of institutions within thestate administrative system, including bodies competent to resolve administrativecomplaints at the local level. The article identifies the impacts of building a two-tierlocal government on the allocation of authority to resolve administrative complaints atthe local level and proposes recommendations for reorganising this authority so as tomeet the requirements of the ongoing reform.Keywords: Administrative complaints; Competence of Local government; Two-tierlocal government.
