ĐỀ XUẤT HOÀN THIỆN HỆ THỐNG TRÁCH NHIỆM MỞ RỘNG CỦA NHÀ SẢN XUẤT (EPR) Ở VIỆT NAM
Abstract
The extended producer responsibility (EPR) policy, now applied in morethan 130 countries, has proven to be an effective tool for promoting thecircular‑economy model and achieving the United Nations’ Sustainable DevelopmentGoals in the fastest and most sustainable manner. In Viet Nam, EPR has beenimplemented voluntarily since 2005 and mandatorily since 2020. Despite notableprogress, significant deficiencies remain regarding: the identification of obligatedproducers and packaging products; the organisational structure for operating andmanaging EPR; and mechanisms to incentivise collection, recycling, and treatment. Inresponse to the need for a dedicated decree on EPR, this article sets out orientations forperfecting Viet Nam’s EPR system and harmonising it with global practice.Keywords: Extended producer responsibility; sustainable development; circulareconomy.Downloads
