Abstract

Based on an analysis of the legal status of heads of specialized agenciesunder the People’s Committee and of members of the People’s Committee, as well as theprocesses for appointing and disciplining these positions, this article proposes solutionsto remedy existing shortcomings.Keywords: Heads of specialized agencies; members of the People’s Committee.
