Abstract

Improving the local governance framework in a modern and efficientdirection is an urgent requirement in Viet Nam today, in order to implement the Party’sresolution on “renewing national governance toward modernity and efficiency” adoptedat its 13th National Congress. To strengthen local governance mechanisms, it isindispensable to guarantee citizens’ participation in governance activities. Althoughmany countries around the world—including Vietnam—have undertaken such measures,they have done so with varying degrees of depth and effectiveness. This article examinesthe theoretical foundations of citizen participation and, on that basis, proposes a set ofsolutions to foster greater civic engagement in local governance in Viet Nam in thecoming period.Keywords: Local governance, public participation.
