Abstract

The article analyses Singapore's experience in designing personal incometax policies and legislation on real estate transfers, thereby proposing orientations forimproving Vietnam's law on personal income tax applicable to real estate transfers. Thearticle focuses on clarifying three “pillars” from which Vietnam can draw lessons fromSingapore, namely: (i) classifying the nature of real estate transfer transactions todetermine taxable personal income; (ii) applying additional taxes to curb short-termindividual speculation; and (iii) developing a modern, transparent and reliable realestate database system. The article recommends reforming the tax system in thedirection of greater fairness, efficiency and alignment with international practice, andassesses the feasibility of applying the Singapore model in Vietnam’s current conditionsso as to ensure that tax policy is fair, efficient and practicable.Keywords: Personal income tax; Real estate transfers; Speculation; Singapore;Real estate database; Vietnam.
