Abstract

The rapid development of financial technology has driven the emergenceof digital banks and created an urgent need to establish a legal framework to effectivelyregulate this new banking model. This article examines the legal regulations governingdigital banking in Hong Kong and Taiwan, thereby drawing useful lessons andproposing solutions to improve Vietnam’s legal framework. The key issues addressedinclude licensing conditions, risk management, protection of customer information andmechanisms for safeguarding consumer rights.Keywords: Digital banking; Fintech; Legal framework; Cybersecurity.
