Abstract

The urban government of Ho Chi Minh City has been officially in placesince 1st July 2021, pursuant to Resolution No. 131/2020/QH14 dated 16th November2020, of the National Assembly on the organization of urban government in Ho ChiMinh City. After more than a year of implementation, this model has begun to revealvarious difficulties and obstacles that require prompt resolution. This article analyzesthe current structure of Ho Chi Minh City’s urban government and identifies the keyinadequacies in both its organization and operation. Building on that analysis, thearticle offers recommendations and proposals aimed at reforming and improving thecity’s urban government model.
