Abstract

A core component of Politburo Resolution No 68-NQ/TW dated 4 May2025 is to expand and diversify capital sources for the private sector, encourageinnovative financial models, and harness digital transformation achievements topromote entrepreneurship and innovation. In that context, crowdfunding has emergedas a non-traditional, technology-enabled form of financing that enables privateenterprises—especially small, micro, and start-up firms—to access socialised capitalrapidly, flexibly, and transparently. Drawing on the crowdfunding legal frameworks ofSingapore, the United States, and the European Union, this article proposes optionsfor developing a legal framework for crowdfunding in Viet Nam.Keywords: Crowdfunding; Private sector; Politburo Resolution No 68-NQ/TW;Fintech.
