Abstract

This article focuses on the control of administrative discretion in thelaw-making and law-implementation activities of local administrative authorities, inaccordance with Politburo Resolution No 66-NQ/TW dated 30 April 2025. Afterclarifying the concept of “administrative discretion” and synthesising the current stateof discretion control in the law-making and implementation activities of localadministrative authorities in Viet Nam, the article proposes solutions to improve themechanism for controlling discretionary power in these activities, consistent with thespirit of Resolution No 66-NQ/TW.Keywords: Administrative discretion; Local government; Law-making; Lawimplementation; Power control.
