Abstract

The transition from a three-tier to a two-tier model of local government isa pivotal step in reforming the state apparatus. This structural change, however,necessitates urgent amendments to electoral law to ensure that the value and substanceof a fundamental political right—the right to vote—are not diminished. This articleanalyses shortcomings in the current electoral framework and proposes orientations foramendment with a view to ensuring coherence, internal consistency and practicalfeasibility in forthcoming elections.Keywords: Elections; local government; two-tier system.
