Abstract

Resolution No. 27-NQ/TW of 9 November 2022 of the 13th CentralCommittee on continuing to build and perfect Vietnam’s socialist rule-of-law state in thenew period (Resolution 27-NQ/TW) sets out the policy to “innovate the mechanism forthe implementation of law; closely link law-making with law implementation; and ensurethat the law is implemented fairly, stringently, consistently, promptly, effectively andefficiently”. Building on conceptual clarification and an assessment of current practice,this article proposes a number of solutions to improve the effectiveness of theinstitutional mechanism for the implementation of law in today’s Vietnamese context.Keywords: Implementation of law; organisation of law implementation; mechanismfor law implementation, Resolution No. 27-NQ/TW.
